Icefuse Constitution

Approved by the Executives on October 7th, 2016

Icefuse Networks leadership shall be comprised of the Executives of Icefuse Networks Community and shall perform all jurisdictive functions of the Community with impartiality. The Icefuse Networks Executives has primary jurisdiction over the internal review and adjudication of Grievances, interpretations of written internal policies or governing documents of the Community, as well as trials and impeachment procedures for members of the Executives. Furthermore, the Icefuse Networks Executives shall ensure the consistent use and application of the Constitution and its subsidiary By-Laws of the association.
The Icefuse Networks Executives will schedule the official Icefuse Networks Executives Cabinet Committee meeting. Agendas and minutes are to be stored electronically and open for the public to view, unless deemed classified by C.E.O.
Every two weeks the Icefuse Networks Executives shall convene to assign the day of the week, the time, and the place at which regular meetings shall be held. The Icefuse Networks Executives shall hold a regular meeting known as the Executive Cabinet Committee (ECC) once a month, provided that the Executive members are willing and are available to attend the meetings. The C.E.O. or C.O.O. may call for an intersession meeting at any time. With the exception of the C.E.O. of Icefuse Networks, all other Executive members shall have one (1) vote for all actions of the body not stipulated within these bylaws. The C.E.O. shall chair the Executive meeting and shall only vote in the instance of a tie within all actions of the body in all meetings. If the C.E.O. designates a chair, the C.E.O. shall be considered a regular a voting member and the chair that was designated cannot vote unless in the instance of a tie.
A special meeting may be requested by any member of the Executives. The C.E.O. may preside over any special meeting or request any Executive member to chair such meeting.
The C.E.O. shall determine what constitutes as an excused absence. Under special circumstances, determined by the C.E.O. or C.O.O., a person's absence may not count towards the attendance policy.
In order to conduct business, a quorum shall consist of a majority of its members present. Any member arriving after roll call, after a meeting of the ECC has been called to order shall be considered tardy. Being tardy or leaving a meeting of the ECC three (3) times shall be considered as one (1) absence.
Upon two (2) unexcused absences or three (3) excused absences from an official meeting or event (including but not limited to: Administration meetings, Development Meetings, or any other events in which the ECC is assigned tasks) of the ECC, a member may be subject to review in an official ECC meeting. This review shall be conducted by members present in which the vote takes place, may lead to disciplinary action which may result in impeachment. This may be overruled by the C.E.O.
The C.E.O. (herein referred to as Chief Executive Officer) cannot be removed as it is exempt from all impeachment processes by ECC.
In the event the C.E.O. fails to uphold their duties or voluntarily resigns, the Icefuse Networks C.O.O. (herein referred to as Chief Operations Officer) shall become the Interim-C.E.O.. Should the C.E.O. return, the Interim-C.E.O. will resume the position of C.O.O.. Unless said C.E.O. has resigned fully, the Interim-C.E.O. will be designated permanent C.E.O. status.
In the event that C.E.O. is inactive for a significant period of time which results in work stoppage of the body, the C.O.O. may serve as Interim-C.E.O. until the C.E.O. returns from said period.
If the C.E.O. is to change any form of server logistics, he must inform the ECC to seek informational, but not directed approval, for any changes to the Community or servers. There can be a minimum of (1) C.E.O.
Serve as the head representative of the ECC and Icefuse Networks to all outside bodies. The C.E.O. shall have all the rights, responsibilities, and duties of an Executive, however cannot vote, unless a tie occurs or in appointments within the ECC or in Grievance. The C.E.O. is entrusted and tasked with enforcing the constitution of Icefuse Networks to the letter, if failure to enforce this constitution than the enforcement will be entrusted to the ECC.
C.E.O. can issue a administrative decision, called "executive actions" such as but not limited to: demotion, promotion, assignment, server management, ultimate veto power, finances, and/or unmentionables without the direct approval from the ECC. The C.E.O.’s action cannot be overridden by the ECC or C.O.O.’s vote in a ECC meeting. The C.E.O. may also remove the C.O.O, wipe the ECC, or any staff position if necessary to preserve the communities interests. The section regarding the C.E.O.’s by-laws may not be amended. See Article XIV for more details.
The Icefuse Networks Chief Operations Officer. (herein referred to as the C.O.O.) shall be nominated (with the assistance of the ECC) and appointed by the C.E.O. The C.O.O. may be removed from office in accordance with the relevant impeachment procedures approved by the ECC or the direct removal by the C.E.O.. If there is no C.O.O. it is the responsibility of the ECC to nominate one as soon as possible with the approval of the C.E.O.
Requirements for C.O.O. are: At least two (2) active months serving as an Executive in Icefuse Networks and must be pre-approved by the C.E.O. for applying for such position. The final approval is done by the C.E.O. There can be a minimum of (1) C.O.O.
Perform tasks delegated by the C.E.O. and shall maintain the minutes and attendance record of all meetings. They shall assist the C.E.O. and members of the ECC on any parliamentary and administrative matters. The C.O.O. shall have all the duties, powers, and rights of a full ECC member. C.O.O. can veto any ECC decision, however the ECC may overrule the C.O.O. by a 2/3s majority vote. Duties include all duties designated to C.E.O., in Section III.2.1 . In all ECC meetings of Icefuse Networks, C.O.O. is allowed one (1) vote.
Prepare the agendas of all ECC meetings and be responsible for the timely completion of all ECC duties. They shall be responsible for the execution of all ECC decisions, unless assigned by a majority vote of voting members present, to another ECC member. The ECC shall perform all other duties delegated to him or her by the Constitution, By-Laws, parliamentary authority, or rules of the ECC and all Interim-C.E.O. duties in the absence of a C.E.O. As well the C.O.O. is responsible for posting community updates.
If the C.O.O. is absent or the office is vacant, the designated chair of the ECC may delegate the recording of the minutes to a member of the ECC for that meeting. The C.O.O. may also temporary designate a Chairman and/or Secretary duties/powers in all meetings. If said C.E.O. and C.O.O. are both absent, prior to the meeting, the C.O.O. has the power to designate a Interim-Chair and/or Interim-Secretary for all meetings not directly regarding C.E.O. and/or C.O.O.. If there is a work stoppage by the C.O.O. and the individual is not able to fufill their duties based on either the ECC or the C.E.O., the C.E.O. may replace the C.O.O. with executive powers.
C.O.O. is assigned full access to but not limited to Icefuse Networks servers, websites, and all aspects and areas of Icefuse Networks community. C.O.O. is responsible for the community, servers, and staff as a whole to be working in full capacity, and for the general well being of the community. This includes access to knowledge of Store IPN, server, machines, accounts, etc. The C.O.O. is entrusted with such access and powers, but only to what the C.E.O. deems is accessible.
The C.O.O. is designated the privileges of access to all departments and servers, and can direct them as such. All actions can be reviewed and undone by the ECC if deemed unreasonable by a ⅔ majority vote. This is a privilege regarding but not limited to Icefuse Networks servers, files, direction, databases, etc. The C.O.O. has jurisdiction over all servers but must not interfere or ‘touch’ the server without the Division Leader of said servers permission. It is however, meant to assist in the affairs of Division Leader(s) in helping them improve the overall quality of the server(s).
Be designated “Manager of Development” privilege, rank, and access. The C.O.O. oversees development in all areas of Icefuse Networks. He/she can develop but not limited to content, code, art, graphics, and text, for any area of any applicable development for Icefuse Networks, and is given executive permission and power for new projects, development, funds, and servers. He/she is to direct servers, as well as direct developers in a coordinated team for overall balanced and health development of Icefuse Networks services and areas. He/she may also delegate the responsibility to appoint a Manager of Development to an Executive with a ⅔ majority agreement within the ECC. Once appointed, the C.O.O. is no longer considered the Manager of Development and in order to remove the appointed Manger of Development, it requires the approval of the C.E.O.
Be able to issue an administrative decision, such as but not limited to: demotion, promotion and assignment, without the direct approval from ECC. These action(s) can be overridden by the ECC vote in a ECC meeting, formal or emergency. This requires 3/4 majority vote of ECC members to override the C.O.O. administrative decision, only the C.E.O. may be able to veto all actions and cannot be overruled. The C.E.D., C.E.A., and C.E.L. must report to the C.O.O. at the ECC or on the C.O.O.’s time span qualifications. The C.O.O. may not remove Division Leader(s) as he/she requires to file a Grievance to the C.E.A. for it to proceed and voted upon in a 3/4s majority decision or approval of the C.E.O.. See Article VI for more information.
The Icefuse Networks Chief Executive Director. (herein referred to as the C.E.D.) shall be nominated (with the assistance of the ECC) and appointed by the C.E.O. The C.E.D. may be removed from office in accordance with the relevant impeachment procedures approved by the ECC or the direct removal by the C.E.O. If there is no C.E.D. it is the responsibility of the ECC to appoint one as soon as possible with approval of the C.E.O.
Requirements for C.E.D. are: At least have (1) active month serving in Icefuse Networks Executive Branch . Must be recommended by the C.O.O. and must be pre-approved by the C.E.O. for applying for such position. The final approval is done by the C.E.O. There can be a minimum of (1) C.E.D.
Perform tasks delegated by the C.E.O., C.O.O., and shall maintain the direction of the Icefuse Network servers. The C.E.D. shall have all the duties, powers, and rights of a full ECC member. The C.E.D. has (1) vote in all ECC meetings.
They shall be responsible for the execution of all ECC decisions, unless assigned by a majority vote of voting members present, to another ECC member. The ECC shall perform all other duties delegated to him or her by the Constitution, By-Laws, parliamentary authority, or rules of the ECC. As well the C.E.D. is responsible for posting server changes and updates.
If the C.E.D. is absent or the office is vacant, the C.E.O. may appoint an Interim-C.E.D. based on the C.E.O.’s qualification standards for the Interim. If the C.E.O. chooses not to appoint an Interim-C.E.D. the responsibilities for the C.E.D. fall upon the C.O.O or C.E.A.
Granted full access but not limited to Icefuse Networks servers, websites, and some aspects and areas of Icefuse Networks community. The C.E.D. is responsible for the server logistics, coding, and player feedback in the spirit to be working in full capacity, including the general well being of the community. This includes access to limited knowledge of Store IPN, server, machines, accounts, etc. The C.E.D. is entrusted with such access and powers, but only to what the C.E.O. deems is accessible.
Be designated the “Executive Director” and has access to all servers, and can direct them as such while leading the Intelligence Department. All actions can be reviewed and undone by the C.E.O. or the ECC by ¾ majority vote. if another Executive finds the C.E.D.’s actions unreasonable. This responsibility usually is limited to Icefuse Networks servers, files, databases, coding, server improvement, and/or unmentionables. The Executive Director has jurisdiction over all servers to make changes and can add/remove any in-server rulings that affect server functions, however they must still inform the C.E.A. and the Division Leader(s) of said servers of what changes the C.E.D. will be changing. This is meant to assist in the affairs of Division Leader(s) in helping them improve the overall quality of the server. The C.E.D. may delegate responsibilities of any powers to the C.E.A., any Executive, or any other intelligence member on their authority. If the decision made by the C.E.D. is deemed unreasonable by the Division Leader or any other Executive, they may file a grievance to the C.O.O. and await their proceedings. See Article IX for more information.
Be able to issue an administrative decision, such as but not limited to: demotion, without the direct approval from C.E.A. The action can be overridden by the C.E.A. unless the C.E.D. can provide emergency reason for such demotion. The C.E.D. may not remove Division Leader(s) as he/she requires to file a Grievance to the C.E.A. for it to proceed decided by the C.E.A.
The Icefuse Networks Chief Executive Administrator. (herein referred to as the C.E.A.) shall be nominated (with the assistance of the ECC) and appointed by the C.E.O. The C.E.A. may be removed from office in accordance with the relevant impeachment procedures approved by the ECC or the direct removal by the C.E.O. If there is no C.E.A. it is the responsibility of the ECC to appoint one as soon as possible with approval of the C.E.O.
Requirements for C.E.A. are: At least have (1) active month serving in Icefuse Networks as an E.C or above. Must be recommended by the C.O.O. and must be pre-approved by the C.E.O. for applying for such position. The final approval is done by the C.E.O. There can be a minimum of (1) C.E.A.
Perform tasks delegated by the C.E.O., C.O.O., C.E.D., and shall maintain the direction of the Icefuse Network administration. The C.E.A. shall have all the duties, powers, and rights of a full ECC member. The C.E.A. has (1) vote in all ECC meetings and is also the President of the Admin Senate, who cannot vote unless in the instance of a tie. The president has the ability to make the Admin Senate meetings closed or open to the public.
They shall be responsible for the execution of all ECC decisions, unless assigned by a majority vote of voting members present, to another ECC member. The ECC shall perform all other duties delegated to him or her by the Constitution, By-Laws, parliamentary authority, or rules of the ECC. As well the C.E.A. is responsible for posting administrative, community, and staff updates.
If the C.E.A. is absent or the office is vacant, the C.E.O. may appoint an Interim-C.E.A. based on the C.E.O.’s qualification standards for the Interim. If the C.E.O. chooses not to appoint an Interim-C.E.A. the responsibilities for the C.E.A. fall upon the C.O.O.
The C.E.A. is designated full access but not limited to Icefuse Networks servers, websites, and some aspects and areas of Icefuse Networks community. The C.E.A. is responsible for the server’s staff, administrative policies and player feedback in the spirit to be working in full capacity, including the well being of the community. This includes access to limited knowledge of Store IPN, server, machines, accounts, and/or unmentionables. The C.E.A.is entrusted with such access and powers, but only to what the C.E.O. deems is accessible.
The C.E.A. is designated the “Executive Administrator” and has access to all servers and can direct administrators as such. This includes creating/removing new administration polices, promoting and demoting any staff of the rank Divsion Leader. All actions can be reviewed and undone by the C.E.O. or the ECC if another Executive finds the C.E.A.’s actions unreasonable. This responsibility usually is limited to Icefuse Network’s administration, staffing, and server improvement. The Executive Administrator has jurisdiction over all server’s administrators and can make changes based on their judgment, however they must still inform the C.E.O., C.O.O., and the C.E.D. of said servers of what changes the C.E.A. will be changing. This is meant to assist in the affairs of C.E.O., C.O.O. and C.E.D. in helping them improve the overall quality of the server. If the decision made by the C.E.A. seems unfit by other Executives, they may file a grievance to the C.O.O. and await their proceedings. See Article IX for more information.
The Icefuse Networks Chief Executive Liaison. (herein referred to as the C.E.L.) shall be nominated (with the assistance of the ECC) and appointed by the C.E.O. The C.E.L. may be removed from office in accordance with the relevant impeachment procedures approved by the ECC or the direct removal by the C.E.O. If there is no C.E.L. it is the responsibility of the ECC to appoint one as soon as possible with approval of the C.E.O.
Requirements for C.E.L. are: At least have (1) active month serving in Icefuse Networks as a E.C. or above. Must be recommended by the C.O.O. or must be pre-approved by the C.E.O. for applying for such position. The final approval is done by the C.E.O. There can be a minimum of (1) C.E.L.
Perform tasks delegated by the C.E.O., C.O.O., C.E.D., C.E.A., and shall maintain the direction of the Icefuse Network relations and resources. The C.E.L. shall have all the duties, powers, and rights of a full ECC member. The C.E.L. has (1) vote in all ECC meetings.
They shall be responsible for the execution of all ECC decisions, unless assigned by a majority vote of voting members present, to another ECC member. The ECC shall perform all other duties delegated to him or her by the Constitution, By-Laws, parliamentary authority, or rules of the ECC. As well the C.E.L. is responsible for posting Icefuse promotional advertisement such as server and player improvements, community and department updates.
If the C.E.L. is absent or the office is vacant, the C.E.O. may appoint an Interim-C.E.L. based on the C.E.O.’s qualification standards for the Interim. If the C.E.O. chooses not to appoint an Interim-C.E.L. the responsibilities for the C.E.L. fall upon the C.O.O.
The C.E.L. is designated full access but not limited to Icefuse Networks servers, websites, and some aspects and areas of Icefuse Networks community. The C.E.L. is responsible for the communities relations, updating the staff, and player feedback in the spirit to be working in full capacity, including the general well being of the community. This includes access to limited knowledge of Store IPN, server, machines, accounts, etc. The C.E.L. is entrusted with such access and powers, but only to what the C.E.O. deems is accessible.
The C.E.L. is designated the “Executive Liaison” and has access to all servers and directs departments such as: Recruitment Team, Public Relations, and any other management team entrusted to the C.E.L. by the ECC or C.E.O. This includes creating/removing new departments or ranks, promoting and demoting any staff of those departments respectively, and is designated the ambassador for Icefuse Network’s interests. The C.E.L. may choose to grant director of a department to another Executive, only through the approval of the C.E.O. All actions can be reviewed and undone by the C.E.O. or the ECC if another Executive finds the C.E.L.’s actions unreasonable. This responsibility usually is limited to Icefuse Network’s servers, relations, community, advertisement, server improvement, and/or unmentionables. The Executive Liaison has jurisdiction over all server’s advertisements, departments and can make changes based on their judgment, however they must still inform the C.E.O. of said servers of what changes the C.E.L. will be changing. This is meant to assist in the affairs of C.E.O. in helping them improve the overall quality of the server. If the decision made by the C.E.L. seems unfit by other Executives, they may file a grievance to the C.O.O. and await their proceedings. See Article IX for more information.
The C.E.L.’s responsibilities of being an ambassador includes: reaching out to other communities while serving the interests of Icefuse Networks across all platforms, and bridging a relationship between the Executives, staff, and players. The C.E.L. must represent the interests of Icefuse based upon an agreement within the ECC or on the C.E.O.’s accord only.
The C.E.L. is designated “Executive Forums Director” privilege and access. The C.E.L. oversees the forum moderation in all areas of the Icefuse Networks website. He/she must safe guard the website and is given executive permission and power for nominating forum moderators with the final appointment made by the C.E.O.
The Icefuse Networks Executive Consultant. (herein referred to as the E.C.) shall be nominated (with the assistance of the ECC) and appointed by the C.E.O. The E.C. may be removed from office in accordance with the relevant impeachment procedures approved by the ECC or the direct removal by the C.E.O. If there is no E.C. it is the responsibility of the ECC to appoint one as soon as possible with approval of the C.E.O.
Requirements for E.C. are: At least have (2) active months serving in Icefuse Networks as an Elite Administrator or above. Must be recommended by the C.O.O or other Executive members. and must be and finally approved by the C.E.O. for applying for such position.
Perform tasks delegated by the C.E.O., C.O.O., C.E.D., C.E.A., C.E.L., and shall maintain the direction of the Icefuse Network relations and resources. The E.C. shall have all the duties, powers, and rights of a full ECC member. The E.C. is a non-voting observer member in all ECC meetings unless the C.E.O. gives the power to do so.
They shall be responsible for the execution of all ECC decisions, unless assigned by a majority vote of voting members present, to another ECC member. The ECC shall perform all other duties delegated to him or her by the Constitution, By-Laws, parliamentary authority, or rules of the ECC. As well the E.C. is responsible for posting Icefuse promotional advertisement such as server and player improvements, community and department updates.
If the E.C. is absent or the office is vacant, they are not entitled by time period of such office and must only do work when available, based on the C.E.O.’s qualification standards.
The E.C. is designated full access but not limited to Icefuse Networks servers, websites, with some aspects and areas of Icefuse Networks community. The E.C. is responsible for the communities relations, updating the staff, and player feedback in the spirit to be working in full capacity, including the general well being of the community. This includes access to limited knowledge of Store IPN, server, machines, accounts, etc. The E.C. is entrusted with such access and powers, but only to what the C.E.O. deems is accessible.
The E.C. is designated the “Executive Consultant” and has access to all servers and is a consultant for all Chief Executives in Icefuse. This role is only an advisory position that can only hold support roles within Icefuse Networks, tasks could be assigned by the C.E.L., C.E.A., C.E.D., C.O.O., or the C.E.O. However the C.E.O. may assign a prime directive to the E.C. The position of E.C. can be held by former Executives or new incoming members training to be future Executives. They are not to hold any leadership roles that interfere with the responsibilities of the other Chief Executives. All actions can be reviewed and undone by the C.E.O. or the ECC if another Executive finds the E.C.’s behavior unreasonable. This responsibility usually is limited to Icefuse Network’s servers, consulting, community improvement, server development, and/or unmentionables.
The C.E.A. shall appoint the Division Leader(s) of all game servers under Icefuse Networks and serve as the official “Ban Appeals Director” of said game server.
The Division Leader is a non-voting member of the ECC and is a voting member of the Admin Senate under Icefuse Networks, serving as the Senate’s Pro-Tempore. The Division Leader is also an observing non-voting member of the ECC.
Must be a Head Administrator for an Icefuse server and there can only be a minimum of (1) Division Leader per Icefuse Server. If a Division Leader is absent from such server, it is the duty of the C.E.A. to find one as soon as possible.
Lead the Icefuse servers under the directive of the C.E.A. and appoint Administrators to any extra-functional role within said server(s) such as Trainers and/or any unmentionables created by the C.E.D.
The Division Leader. is designated the “Director of Game Masters” and has the ability to nominate a Chief of Game Master that must be voted in by 3/4s majority of the Game Masters within the meeting.
Attend meetings and provide reports, as the Division Leader is the official representative for an individual Icefuse Network server.
Be assigned to lead a division of administrators on an individual server. They are responsible for said division and are tasked with promoting up to the rank of Administrator, in order to promote any higher they must seek approval from the C.E.A.. Division Leader(s) may not direct more than one server at a time, if they were to lead another server, they must forfeit their current leader position. Each Division Leader can promote up to Elite Administrator, demote Head Administrators, and must send in a promotion & demotion list(s) to the C.E.A.
Not interfere, direct, nor in no way act against another division that they do not direct over. Examples of such interference are: Installing add-ons to said server without express permission, deleting server content without approval from said director, etc. Division Leader(s) can be given server access to other servers outside of respective divisions, as well may assist other Division Leader(s) in leading the server if approved by the C.E.A.
If there is a recognized leave for the Division Leader(s), it is the duty and right of the said Division Leader(s) to post a Leave of Absence/Resignation, the role of Division Leader is assumed by the C.E.A. till a new Division Leader is replaced.
Consult with editing rules for their respective division, must assemble an Admin Senate for rule changes. Official approval of rule changes must be ratified with ⅔ majority vote of the Admin Senate, with final approval by the ECC.
Shall be nominated by the Division Leader and appointed by the C.E.A. They are to be the main enforcers of the server rules and oversee all staff under the leadership of the Division Leader(s) and the C.E.A. In order to be a Head Administrator, they must: be a Game Master and must partake in at least one department. (Recruitment Team, Intelligence, etc.)
Be recognized as a voting member with (1) vote in the Admin Senate.
Head Administrators will assist the Division Leader in promoting Administrators and below, as well as interviewing and accepting new Trial Moderators.
Shall be nominated by the Division Leader and Head Administrators and appointed by the C.E.A. They are to be the overseers of all staff under the leadership of the Division Leader(s), Head Administrators, and the C.E.A. Elite Administrators qualify for Game Master, Recruitment Team, and Intelligence.
Be recognized as a voting member with (1) vote in the Admin Senate.
Shall be appointed by the Division Leader and Head Administrators. They are to be the main backbone of all servers under the leadership of the Division Leader(s), Head Administrators, and the C.E.A. Administrators qualify for Game Master, Recruitment Team, and Intelligence.
Be recognized as a voting member with (1) vote in the Admin Senate.
Shall be appointed by the Division Leader and Head Administrators. They are to be the main backbone of all servers under the leadership of the Division Leader(s), Head Administrators, and the C.E.A. Senior Moderators qualify for, Recruitment Team, and Intelligence. They do not qualify for Game Master.
Shall be recognized as a non-voting observer in the Admin Senate.
Shall be appointed by the Division Leader and Head Administrators. They are to be the main backbone of all servers under the leadership of the Division Leader(s), Head Administrators, and the C.E.A. Moderators qualify for Intelligence and Recruitment Team but do not qualify for Game Master.
Shall be recognized as a non-voting observer in the Admin Senate.
Shall be interviewed and accepted by Head Administrators. They are to be the newest trainees of all servers under the leadership of the Division Leader(s), Head Administrators, and the C.E.A. Trial Moderators qualify for Intelligence but do not qualify for Game Master and Recruitment Team.
Shall be recognized as a non-voting observer in the Admin Senate and can only be a Trial Moderator for two weeks.
Must apply on the Icefuse Forums for a Trial Moderator position.
Recruitment is a department for recruiting staff members for Icefuse Networks. The Chief Executive Liaison has final say and executive action over the entire department. Recruitment Managers are responsible for organizing the server teams. There will be a limit of one Recruitment Manager for each Continental Time Zone (US & EU).
Recruitment department’s objective is to promote acceptance into Icefuse Networks as Recruitment Officers are mandated with training and helping Recruitment Members. The Chief Executive Liaison may authorize suspensions within the recruitment department if a recruitment member is found with unfit administration or behavior. Recruitment team members do not have direct power over any Trial Moderators and above, however, Recruitment Officers and above may see fit to recommend a demotion of an unfit staff member after consulting with the Chief Executive Liaison and approved by the Division Leader of said server.
Recruitment department is protected from non-recruitment team member interference besides ones with executive actions. Any non-executive member cannot interfere with the Recruitment Department without being approved directly by the Chief Executive Liaison and/or the Recruitment Manager.

The Department of Development is a team of developers who coordinate development for all aspects of the Icefuse Network community. The Manager of Development leads developers for certain projects and oversees all development in all areas. The Manager of Development is responsible for handling projects and seeing to the general well-being of but limited to: server, website, database development. Manager of Development has the ability appoint developers, demote developers, giving and removing certain required accesses, but requires prior permission from the C.E.O. and must inform the ECC. Manager of Development requires given executive privilege by the C.E.O. over developers, development, and all aspects of development department, and must inform ECC of said given permissions and access.
Developers are designated certain access for the development project. This may be but not limited to: machine, servers, FTP, website, etc. Developers must inform the Manager of Development and the C.E.O. of any changes, and are required to keep a change-log and reports for development in all areas and aspects.

Be assigned to lead a division of administrators on an individual server. They are responsible for said division and are tasked with promoting up to the rank of Administrator, in order to promote any higher they must seek approval from the C.E.A.. Division Leader(s) may not direct more than one server at a time, if they were to lead another server, they must forfeit their current leader position. Each Division Leader must send in a promotion & demotion list to the C.E.A. if it regards ranks higher than Administrator.
The Department of Intelligence is a team of lore experts that coordinates for future updates to each server. They will do in depth investigations to each suggestion given by the community and give decisions on the suggestions applicability in the server(s). The department shall consist of a: Chief of Intelligence, Lead Intelligence Developer, Intelligence Developer, and Intelligence member.
Intelligence shall have the final say when it comes to changing server lore, the Division Leader does not have priority over what enters or leaves the server, all intelligence and intelligence development must go through the C.E.L. and C.E.D. before final approval by the C.E.O.
The members of Intelligence shall elect a Chief of Intelligence and must be approved by the C.E.D. Whether there is no elected nominee, the C.E.D. may choose to appoint one and discount the nomination process.
The Chief of Intelligence maintains the responsibility of: Accepting or denying applications to the Intelligence Team, checking if Intelligence members are contributing lore information to their respective server, helping lead the meetings, and growing the team as a whole. They may be assisted by Intelligence Officers on specific tasks on which the Chief of Intelligence mandates. The minimum requirement to become the Chief of the Intelligence Team is the rank of Elite Administrator
Intelligence Officer(s) shall be appointed by the C.E.D. with the recommendation of the Chief of Intelligence, they shall carry out the duties and responsibilities given by the Chief of Intelligence, they must be the rank of Senior Moderator.
The Lead Intelligence Developer shall be appointed by the C.E.D. with the recommendation of the Chief of Intelligence, they shall be in charge of leading the Intelligence Development department in assisting the C.E.O. in server development. Intelligence Developers shall continue the duties given by the Chief of Intelligence and the C.E.D. and must be the rank of Administrator. There may only be seven (7) Intelligence Developers. To qualify for Lead Intelligence Developer they must be an Intelligence Officer and an Elite Administrator.

The Forum Moderators is a department of website enforcers who oversee the posts on the forums. They are responsible for upholding the forums rules and are to move incorrectly created posts into correct places and shutdown posts that break server rules.
Officers of the Recruitment Team and the Intelligence Team are qualified access to Forum Moderator, however final approval from the C.E.L. is required.

The Department of Trainers is a team of teachers that train the new players who join all of the SeriousRP Icefuse servers. The Trainer department is under the full jurisdiction of the Chief Executive Administrator. Trainers are responsible for making sure every new player is taught all the information they need to be able to participate within the roleplay in terms of: rules, ranks, formations, roleplay, and regulations.
The Trainer Department has seven ranks per server and two community ranks that are universal across all Serious RP Icefuse servers. The server ranks are: Trainer Director (TRD), Trainer Manager (TRM), Trainer Officer (TRO), Trainer Instructor (TRI), Trainer (TR), Reserve Trainer (RTR), and Trainer Recruit (TRR) as each server has its own Trainer Branch. Trainer Ranks are not transferable between servers, the only ranks that are universal are the Community Trainer Director (CTRD) and Community Trainer Manager (CTRM). Staff rank does not overrule a trainer rank in regards to all forms of training matters and all trainers must go through all trainer ranks. The trainer chain of command shows as follows: C.E.A., CTRD, CTRM/TRD, TRM, TRO, TRI, TR/RTR, TRR.
The Community Trainer Director (CTRD) is appointed by the C.E.A. and is second in command of the Trainer Department as there can only be a minimum of one (1) CTRD within the Network and they must be a Moderator for any of the servers. They have full jurisdiction in every server with trainers to promote or demote anyone from the rank of TRR to TRO freely, however they cannot promote and demote TRMs unless they have agreeance with the TRD for that server. The CTRD is an admin on each server’s Trainer Steam Group and plays the role to assist the Trainer Director in the server they oversee.
The Community Trainer Manager (CTRM) is nominated by the CTRD and appointed by the C.E.A., the C.E.A. can allow as many CTRMs at his discretion. They have full jurisdiction in every server with trainers to promote or demote anyone from the rank of TRR to TRI freely, however they cannot promote and demote TROs and TRMs unless they have agreeance with the TRD for that server. The CTRM is an admin on each server’s Trainer Steam Group and plays the role to assist the Trainer Director in the server they oversee.
The Trainer Director (TRD) is appointed by the C.E.A. and can appoint or demote anyone below their rank on their designated server, there can only be a minimum of one (1) TRD per server. The Trainer Director has full jurisdiction over anything training related on that server based on the guidelines given from the Chief Executive Director (C.E.D.) and the C.E.A. The Training Director runs and plans all trainer meetings and is also an admin on the Trainer Steam Group for that server. The TRD sets the requirements as to what server level or roleplay rank a player must have to be a trainer.
Trainer Managers (TRM) are appointed by the TRD as they can allow as many TRMs at their discretion. The TRM can appoint or demote any TRO and below on that server. The method of appointment is up to the TRD however all trainers must go through all ranks. TRMs help manage all of the trainers under the TRD and has the jurisdiction to run and call Trainer meetings if felt necessary. The TRM can fill in for a meeting if the server TRD is not present and they are also an admin on the Trainer Steam Group for that server.
Trainer Officers (TRO) are nominated by the TRM and appointed by the TRD. TROs have authorization to promote and demote anyone from TRR to TR/RTR or fully remove any trainer under TRI. The TRO maintain the role to hold “Trainer Tryouts” so players can become trainers and must continue assisting the TRMs/TRD. TRO’s are granted Moderator on the Trainer Steam Group for that server and the amount of TROs per server is at the discretion of the TRD. Determining factors for the consideration of the TRO position are established by the TRMs and the TRD. No limit on the amount of TROs per server as long as they are meeting expectations of TRD and TRMs for that server.
Trainer Instructors (TRI) are appointed by the TRD or TRMs, they can demote any TR or below on their server but cannot promote or remove anyone from the trainer department completely. The method of appointmenting TRIs is up to the TRD of that designated server. TRIs help guide, instruct, and watch trainers on a daily basis to make sure new players to the server are being trained to the highest quality. The TRI’s primary role is to hold “Trainer Tryouts” so players can become trainers, it is mandatory that TRIs are members of the Trainer Steam Group for that server. No limit on the amount of TRIs per server as long as they are meeting expectations of TRD and TRMs for that server.
Trainers (TR) are appointed by the TRD, TRMs, or TROs after a TR successfully proves their trainer capability during their phase as a TRR. Their main role is to train new players to pristine quality during hours of the day in which there are no events. It is mandatory for TRs to be a member of the Trainer Steam Group for their server.
Reserve Trainers (RTR) are appointed by the TRD, TRMs, TROs, or TRIs through requesting to be an RTR. In order to qualify for RTR you must be a TR as their main role is to train new players while events are occurring and when extra help is requested by other TRs+. It is mandatory for RTRs to be a member of the Trainer Steam Group for their server.
Trainer Recruits (TRR) are appointed by the TRD, TRMs, TROs, or TRIs through a tryout. Their main role is to train new players who come to the server to pristine quality during hours of the day in which there are no events. TRRs can only train up to only four (4) new players by themselves at a time. They qualify for promotion once the TRD, TRMs, or TRIs feels that the individual TRR is ready to advance in the department. It is mandatory for TRRs to be a member of the Trainer Steam Group for their server.
Trainer Tryouts are primarily run by TRIs and can be run by TRDs, TRMs, TROs, or TRIs, The content of what is in this tryout is at the discretion of the TRD based on the rules and jurisdictions enforced by the C.E.D. and the C.E.A.
The Icefuse Networks Admin Senate must schedule at least (4) days prior to the official Icefuse Networks Admin Senate meeting. Agendas and minutes are to be stored electronically and open for the public to view, unless deemed classified by the C.E.A.
Every two weeks the Icefuse Networks Admin Senate shall convene to assign the day of the week, the time, and the place at which regular meetings shall be held. The Icefuse Networks Administrators of each individual server shall hold a regular meeting known as the Admin Senate once every two (2) weeks, provided that the Administrators are willing and are available to attend the meetings. The C.E.A. or the Pro-Tempore may call for an intersessional meeting at any time. With the exception of the C.E.A. of Icefuse Networks, all other Administrators and up shall have one (1) vote for all actions of the body not stipulated within these bylaws. The C.E.A. shall chair the Admin Senate meeting and shall only vote in the instance of a tie within all actions of the body in all meetings. If the C.E.A. designates a chair, the C.E.A. shall be considered a regular a voting member and the chair that was designated cannot vote unless in the instance of a tie.
A special meeting may be requested by any member of the Admin Senate. The C.E.A. may preside over any special meeting or request any Admin Senators to chair such meeting.
The C.E.A. shall determine what constitutes as an excused absence. Under special circumstances, determined by the C.E.A. or Pro-Tempore, a person/s absence may not count towards the attendance policy.
In order to conduct business, a quorum shall consist of a majority of its members present. Any member arriving after roll call, after a meeting of the Admin Senate has been called to order shall be considered tardy. Being tardy or leaving a meeting of the Admin Senate three (3) times shall be considered as one (1) absence.
Upon two (2) unexcused absences or three (3) excused absences from an official meeting or event (including but not limited to: Administration meetings, Development Meetings, or any other events in which the ECC has assigned tasks) of the Admin Senate, a member may be subject to review in an official Admin Senate meeting. This review shall be conducted by members present in which the vote takes place, may lead to disciplinary action which may result in impeachment. This may be overruled by the C.E.A.
The Admin Senate shall discuss Grievance, Impeachment Procedures, resolutions, and statements. The Admin Senate shall adopt procedures for server rule changes, Grievances, impeachments, statements by a three-fourths (3/4) vote of all members in the Admin Senate. They must be present in which the vote takes place, once an item is approved, it is to be taken to the ECC for vote & final approval to mandate such laws. The only documentation that does not require approval of the ECC are statements and symbolic resolutions made by the Admin Senate, If any by-laws are broken by members of the Admin Senate, the President may enact either a warning, suspension or impeachment procedure, based on their judgment of the situation at hand.
The Icefuse Networks Constitution may be amended, with substantive amendments requiring a three-fourths (3/4) vote of all ECC members present, and must be approved by the C.E.O.. Formatting changes shall remain procedural and may be requested by any member of the ECC. Any section regarding the C.E.O.’s powers and privileges may not be removed at all, any attempts to do so will impose immediate action for removal of position from the ECC and/or Icefuse Networks as a whole.
